With most innovations or changes in methodology, a philosophy must be formed to successfully accomplish stated goals efficiently, while remaining true to the rationale of the reason for change. We have attempted to not create our philosophy to be merely emphatic statements, but try to systematically and periodically reevaluate our rationale and methodology. This is a constant process.

While these methodologies are not particularly policies or best practices, they could be developed into best practices or policies. If they are desired to be developed further, methods will be more rigidly evaluated before they become best practices, even moreso rigidly before they become policy.
